Summary:

HB 87 would require a sheriff to mail notices to a long-term care facility if a tier III sex offender, child offender, or an offender who is a juvenile registers nearby or becomes a resident within the facility. Our take on this bill:

The ACLU of Ohio supports initiatives to reduce sexual abuse and rehabilitate those who have committed sexual offenses. Unfortunately, studies show that laws such as HB 87 are not a deterrent and actually make rehabilitation more difficult. The limited resources of law enforcement would be better spent on treatment for the offender and counseling for victims.
