HB 87 would require a sheriff to mail notices to a long-term care facility if a tier III sex offender, child offender, or an offender who is a juvenile registers nearby or becomes a resident within the facility. The manager of the long-term care facility would then be required to report the notice to all residents or sponsors of the residents.

Our Take on This Bill

The ACLU of Ohio supports initiatives to reduce sexual abuse and rehabilitate those who have committed sexual offenses. Unfortunately, studies show that laws such as HB 87 are not a deterrent and actually make rehabilitation more difficult. The limited resources of law enforcement would be better spent on treatment for the offender and counseling for victims.
