This bill authorizes local boards of health to establish syringe exchanges. These exchanges provide and dispose of syringes, encourage appropriate treatment, and provide information to protect the user and those in their lives from blood borne pathogens like hepatitis C and HIV. Syringe exchange programs issue wallet certificates to users who are participants in the program, and employees, volunteers, and participants in the program within 1,000 feet of a program facility are immune from certain drug law provisions.
