HJR 2 is a joint resolution that proposes a number of amendments to voting rights in the Ohio Constitution, including:

  • Explicitly stating that nothing in the state constitution is meant to weaken the rights of any qualified voter
  • Guaranteeing voters the power to adopt or reject any law passed by the General Assembly and any codified section of law contained in law passed by the General Assembly, regardless of whether money was appropriated
  • Removing the residency time requirement to qualify as an Ohio voter
  • Removing the requirement to vote every four years to remain a qualified Ohio voter
  • Disenfranchising any person who knowingly votes more than once in any election, subject to restoration through the courts
  • Adding language that mandates election results within a one percent margin be verified by audit
  • Explicitly protecting the franchise for felons who are not incarcerated upon conviction
  • Clarifying who may be disqualified from voting for mental disabilities or competence

If passed by three-fifths in both houses of the General Assembly, it would be put to a vote November 5, 2013, in the general election.
