The ACLU of Ohio encourages this committee’s support of House Bill 16 with the caveat it should, and needs to be, improved in order to fully accomplish this bill’s goals.

Senate Bill 83 has experienced many changes throughout its legislative history. Some of these changes have been positive, but that is admittedly a low bar.

To be clear, the ACLU of Ohio is and remains stalwart defenders of free speech and intellectual diversity on Ohio’s campuses.

The ACLU of Ohio has numerous, significant concerns about SB 83 and the impact it will have on academics, faculty, students, administration, and campus life.

The ACLU of Ohio would generally support legislation with widespread protections for Ohioans’ displays of expression and speech regarding HOAs, condos, and more. House Bill 100 falls far short of that.
